Laredo plumbing coverage: ZIP 78040
Laredo Plumbing Texas currently connects calls from one Laredo ZIP code: 78040, which takes in downtown and the historic neighborhoods around it.
What 78040 covers
ZIP 78040 is the historic core of Laredo along the Rio Grande. It includes downtown, the San Agustín de Laredo Historic District around San Agustín Plaza, and El Azteca, one of the oldest residential neighborhoods in the city, along with the central blocks that grew up around them.
Laredo was founded in 1755 as a Spanish colonial settlement centered on San Agustín Plaza, and the plaza still anchors downtown today. El Azteca lies east of downtown, roughly between Interstate 35, Matamoros Street, Zacate Creek and the river. Its lots were first divided in the 1870s and 1880s, and the neighborhood was added to the National Register of Historic Places in 2003. It takes its name from El Azteca Theatre, which opened in 1922.
What that means for plumbing
Old neighborhoods have old plumbing, and old plumbing is rarely one system. A house in central Laredo may have been built before indoor plumbing was common, then plumbed, then re-plumbed in pieces over a century. It is common for a plumber to find several pipe materials in one house and a sewer lateral that has been patched more than once.
- Mixed supply pipe. Galvanized steel, copper, CPVC and PEX can all appear in the same home. Joints between them, and old galvanized sections that narrow with rust, cause many of the leaks and pressure problems in the area. See repiping and water lines.
- Older sewer laterals. Clay tile and cast iron were standard long before plastic. Clay joints let roots in, and cast iron corrodes from the inside. See sewer lines.
- Missing or seized shutoffs. Some older homes have no house-side main valve, or one that has not turned in decades. See how to find your shutoff.
- Raised floors and slabs. Older homes may sit on piers with plumbing underneath; later homes and additions are often on slabs, where leaks hide under the floor. See leaks and slab leaks.
- Fewer cleanouts. Many older lines have no accessible exterior cleanout, which makes drain and sewer work slower. A plumber can add one.
The city system in central Laredo
The public side has its own age problem. After the October 2024 citywide boil water notice, Laredo’s city manager said more than 30% of the city’s water lines are over 50 years old, and the mayor said the investigation had found more than 200 bad or illegal connections in the central Laredo area alone. The city started an amnesty program so residents could report illegal connections without fines.
That matters at the house level in two ways. First, an unprotected cross-connection on a private property can contaminate water for everyone, which is what happened in May 2026 when a failed backflow device at one home led to a boil notice for much of the city. Second, if you are not sure your connection was done properly, a licensed plumber can look at it and tell you what, if anything, needs to change. See backflow and irrigation.
Historic properties
Many properties in 78040 are in or near historic districts. Interior plumbing repairs are rarely affected, but exterior work, such as moving a meter, adding a visible vent or cleanout, digging through a historic walkway or changing a facade, may involve city review. If your home is in a historic district, mention it when you call, and ask the plumber whether any review applies before digging or changing visible exterior features. The City of Laredo Planning and Zoning department handles historic preservation questions.
Businesses and multi-unit buildings
Downtown 78040 includes storefronts, restaurants, offices and older multi-unit buildings as well as houses. Commercial plumbing is different work: grease interceptors, larger water heaters, backflow assemblies on fire lines and required annual tests. Ask whether commercial jobs are covered before scheduling. Under Laredo’s cross-connection ordinance, health-hazard assemblies, common in restaurants and commercial buildings, must be tested every year.
Outside 78040
Calls are currently taken from ZIP 78040 only. If you live in north, east or south Laredo, call a plumbing company that serves your area directly. You are still welcome to use the guides on this site; the city rules and the plumbing basics are the same across Laredo.
If coverage expands to more ZIP codes, this page will be updated. We would rather list one ZIP code honestly than claim the whole city and leave callers waiting.

Water notices in central Laredo
Boil water notices are sometimes citywide and sometimes limited to the area served by one treatment plant. In May 2026, for example, the notice covered the Jefferson Water Treatment Plant service area while areas served by the El Pico plant were not affected. When the city announces a partial notice, it publishes a map; check your own address rather than assuming. Our guide to water notices and drought rules explains what to do during and after a notice.
Before the plumber arrives
- Clear a path. Make room under the sink, around the water heater or near the cleanout, and move vehicles if the plumber needs the driveway or alley.
- Secure pets. Gates and doors stay open during plumbing work. Put dogs and cats in a closed room.
- Gather details. Have the water heater label, any old invoices and photos of the problem ready to show.
- Know your limits. Decide in advance how much you are comfortable approving on the spot, and ask for a written estimate for anything above it.
- Plan for the water to be off. Many repairs need the main closed for a while. Fill a few pitchers and a bucket for flushing beforehand.
Renters in central Laredo
If you rent, your first call for most plumbing problems should be to your landlord or property manager, who may have a plumber they use and may be responsible for the repair. In an emergency, stop the water first, then call the landlord, then call a plumber if you cannot reach them and your lease allows it. Put the report in writing, by text or email, and take photos. Keep receipts for anything you pay for.
